Legal Question in Business Law in New York

I live in NY state, and on August 15th I submitted a $208 deposit via paypal on a miniature dachshund puppy from a breeder located In Illinois. Her website states that the deposit is nonrefundable, unless something happens to the puppy while in her care. She informed me on September 22 that the pup I had placed a deposit on had died, and stated that she would send me back my deposit thru paypal on the 30th of September. Despite two reminders (I personally felt that she should have reimbursed me immediately as she had already had my money for several weeks, but she firmly stated that she was unable to reimburse me prior to the 30th of September) she still has not sent the deposit back, nor has she made any effort to contact me. It would cost me more than $200 to travel to Illinois to attempt to take her to small claims court. What recourse do i have to get my money back? I have all my correspondence with her (all via email) and printed off the page on her site that states that the refund should be refundable under the circumstances.

I would contact paypal and see if the site offers help in these types of situations. If not, your best alternative is to sue in Illinois small claims court.
