Does an informal mediation procedure have to be signed by the mediator and filed in court to be enforceable?

Mediation is a nonbinding agreement between two parties in an attempt to settle a matter. The settlement does not have to be signed by a mediator. The agreement does not have to be filed in a Court. However, only a Court would be able to enforce a mediation agreement.
