It is neither legal nor illegal. If you allowed the customers to leave without notifying anyone, then the cost of the meal could be deducted from your pay. But if there was nothing that you could do, no such deduction should be made. However, your employer could still discharge you. So, if it is a matter of being fired for having to pay for the meal, you must make a business decision and decide which way you want to go.
