In NY, is it legal for a used car dealer to adverise a "cash price" and eventually charge a higher negotiated finance price?

The car dealer can basically charge you anything he wants. If you don't like his prices, you can shop elsewhere. In fact, it makes sense for a car dealer to charge more for financing. Financing involves extra work for the dealer.
