Legal Question in Business Law in New York
I have a NYC HIC license under a DBA. I am considering taking on a partner and creating a LLC. Can I transfer the HIC license to the LLC?

You may be able to if the DBA and the LLC have the same name. You should inquire with the department of consumer affairs at 212-639-9675. Don't forget to enter into a partnership agreement with your partner to be and execute a good operating agreement for the LLC.
Feel free to contact my office if you have questions about the LLC formation and partnership agreement.

As a Franchise Attorney I only add the following. Contact the agency that issued the HIC license, which in New York is the Department of Buildings. They will be able to answer your question directly. Consult with a good business or franchise attorney in your area for specific advice.
