What do I need to do in order to open a small business in NYC

It depends what kind of business. There are various forms in which the business can potentially exist. Sole proprietorship, partnership, limited partnership, corporation (subchapter S), or limited liability company.
A quick discussion with an attorney about the type of activities of the business, the anticipated size of the business, whether the business expects to have any employees (other than yourself), and an array of other factors will help an attorney to give you good advice as to the form of the business.
