ownership of recycling

I am in nyc, Roosevelt Island to be exact, and the local Deli like others leaves the newspapers outside in front for recycling. Is it stealing to take them, extact a few pages, and put them in another recycling bin?

Not at all. The deli owners have abandoned the newspapers, which makes the newspapers freely available to anyone who wants them. It's the same theory that the New Yorkers who don't live on Park Avenue (or similar income-bracket housing) use when they go through and pull abandoned furniture out of the Park Ave. trash.
