Legal Question in Business Law in New York
I've paid for the service of buying and sending the vehicle from USA to another country to the company. Payment was made by wire transfer from my personal account and I've got the payment order. Now the company refuses to send the vehicle, because they say that invoice according to which I've made the payment, is not issued by them. I've asked them to refund the transaction if they were unable to send the vehicle but they refused to send my money back. I wonder is that legal in NY and if not how should I force them to refund (Note that I'm not the resident of US and at the moment I'm outside the US)

You have just described a fraudulent scheme.
Unfortunately, since you paid via wire transfer your only recourse is to sue the company. Furthermore, since you are not present in the U.S., realistically you would need to hire a local attorney who will represent you in the matter or visit the U.S. and file a lawsuit in person.
