Payment policy for services rendered
Is it legal for a care care provider (day care center)
to change their policy from weekly payment (e.g. every
Friday following receipt of services for the week) to
demanding payment prior to providing child care
services? They are refusing admittance to any child
whose parents do not pay a week prior to service. A
one-day notice was given about this change. The
center is a non-profit agency who is demanding payment
from everyone in advance of providing services because
of a few families who are in arrears - regardless of
each family's paymen

To my knowledge, there is no prohabition on their changing their billing policies. Being a non-profit, you might appreciate that since they receive no funding, they have concern that bills are not being paid, yet their expenses are fixed. If the advance payment is a problem, perhaps you can call them and explain the situation. They might work a separate deal for you, in view of your good payment history in the past.
