I have found many natural bath
product recipes in several books. Can I
use them to package and sell under a
private label? The items would be
presented in a retail environment as
well as on websites.

It depends on whether or not the recipes are in the public domain. The books you refer to are protected by copyright, which means you cannot copy them - or any significant part of them - for your own gain. You should review your plans with a qualified attorney before you go much further, as the financial cost of copyright infringement is very high.
