By resale certificate are you referring to a sales and use tax cert? Assuming you are, you should contact the NYS Tax and Finance and NYC as well if relevant: https://www.tax.ny.gov/bus/st/stidx.htm and https://www1.nyc.gov/site/finance/taxes/business-nys-sales-tax.page. These tax certs need to be obtained from a representative of the entity, so a third party would not be much help with that.

That said, you should definitely get some legal guidance with setting up the entity and other relevant aspects like the trademark or legal compliance, etc.

If you would like to discuss further over a free phone consult, feel free to contact me anytime that is convenient.

Our firm is now referred by the American Bar Association (see under the New York section):

You do not need to form a company to register as a sales tax vendor in New York State. However, it is highly advised to form a company so you can protect yourself as against claims and liabilities. It is also highly advised that you get an EIN number.

I can assist you with the registration process and also with the formation of a company if you so choose. Please contact me directly.
