Reselling wholesale merchandise online
Do I need to form a business or apply for a permit to purchase wholesale merchandise and resell it online in New York?

No, you don't "have to" but it's a damn good idea. What you DO have to do is secure the necessary tax permits (i.e. sales tax vendor status) to give and get effective exemption certificates, as well as any special permits/licenses you may need based on the nature of the goods.

It's a good idea to form a business entity to resell goods online (or offline). You will also need to talk to the NY Dept. of Tax & Finance about sales tax.
