Responsibility of workers
If you know that your employer is not
paying taxes, can you be held legally
responsible for not turning him in?

As a general rule, so long as you're not involved in the non-payment at some level (i.e. not a conspirator) the answer is no. However, depending on the type(s) of tax(es) at issue, and on your role in the company (assuming they are corporate taxes at issue), you may have some liability either criminally or civilly. You should also be aware that there are some reward programs that offer cash incentives for informing on tax avoiders/cheaters; you can learn more about this last issue on the Web.
