Legal Question in Business Law in New York

I am a training consultant who recently provided training services for a Chamber of Commerce of a foreign country. The Chamber of Commerce and myself entered a contract that stipulated that all payments are settled 7 days after they have officially been invoiced. Through the Chamber, I provided training to a number of government employees.
Here is the issue.... It is more than 7 days (14+ days) and I have not received my final payment. The Chamber's argument is that I have to wait until the Chamber's payment is disbursed from the government's treasury before I get paid.... and they don't know when that is going to happen.
My argument is that the contract is between myself and the Chamber. Therefore, I should not be required to wait....I tried to be reasonable and give some time...but I am running out of patience...as well as I sent 2 written (email) reminders stating that they have exceeded to their time and to settle payment...
An arbitration clause was included in our contract.
Aren't they in breach of contract?
What are my options/next steps?
