verbal offer vs written offer

If an offer is made verbally by a potential employer for one amount but the written offer comes in another amount, do they have to honor the amount offered in the written document?

If the offer is given orally and there is no acceptance, and then another offer is given in writing and is accepted, the written offer and acceptence is the contract and the original oral offer is a nullity.
