Can a visitor to US starts corporation ?

Can a visitor to US (foreign resident) can establish a small business name here and give a Power of Attorney to his/her relatives to carry out the business activities?

By small business means not that someone wants to invest 500K. It's just something to start a business under non resident alien ?

I am looking to hire an attorney to help with this.

A non-resident alien can generally be an owner (shareholder, partner or member) of a U.S. business entity. What is not permitted to such person is employment by the U.S. company in the U.S. without having an appropriate visa. Powers of attorney are not commonly used in U.S. practice to manage companies but there are other ways to authorize U.S. residents to act on behalf of the company. Consult an immigration and business attorney to structure the relationship properly.
