Legal Question in Business Law in New York

Using a website. Which state law applies?

If I operate a website that is a community and allows people to post ads, and I am located in California, does that mean the laws of California overule the laws of that persons state?

For example, if that person is a contractor and is required to advertise that they are licensed and bonded in their state, but in California it is illegal to say you are bonded, what would the outcome of this be?

Does the person advertise that they are bonded since they are in a different state and their work will be performed in that state?

As a host, you are generally not responsible for the site content. The Contractor should advertise according to the laws of the state where he works or is soliciting work.
