Legal Question in Civil Rights Law in New York

am 59 ,geneva, ny. dec 14 2011 i got hit by truck by walking on crosswalk . lady stop call 911, gone to hospital 50 miles away, there for 3 nite,never been in paper, but next day or 2 someone got hit by car near by where i was and he or she been in paper but not me ??, well i got home 3 day later i when to police station to pick up my driver license and accident report and won t give it to me, they say they doing investigation ??? it take 2 week to it ?? but i told them i don t much money , i need insurance from hitter and name , still can t get it ?? 4 times trying the pain is getting worth gone to hospital in Geneva got xray and find nothing but bluse up bad , 2 week up got my license and hitter name and give me ticket for crossing sidewalk ??? so i had to do investigation to find out why week later someone told me that lady hubby is a cop in Canandaigua !!! and the Allstate Insurance is taking to long to take care of me (i needed glasses , close to wear that they cut off me and pill i had to pay ?? ) my foot been numb from the nite of accdent and now my leg feel like a teeth ache for 7 day now and am trying to go back to Texas where my wife and live am still in N.Y. and more i think i miss
