Legal Question in Civil Rights Law in New York

I allowed the police to enter my apartment in order to use my window to talk my crazy suicidal neighbour out of his noose and down from his window ledge. In the process of using a crowbar to remove the childbars from the window they caused significant damage. This would be OK if I had been able to obtain the promised damage report in order to claim back the cost of repairs but so far it's not looking very hopeful. I think I'm going to end up significantly out of pocket.

My question is: in a situation like this can I refuse the police entry? Does the imminent danger/emergency situation exclusion to the need for the police to have a warrent apply when the person in danger is not inside your property but is next door.

If I understand correctly, you want to know whether you can turn away the police when they are seeking to prevent someone from committing suicide, and, in turning them away virtually assure that the suicide occurs but that your property will be spared damage. Don't expect to win any good citizenship awards.
