Get arrested without ID's?

I have heard that anyone can be arrested if they are not carrying Identification on their person and I can't beleive that to be true if it is can you tell me so and when that law was enacted?

No, what you are thinking about is that the police are allowed to ask for anyone's ID.

If there is probable cause to arrest the person

having or not having ID won't matter; it is just one factor to be considered.
