Article 7, section 121
My question is, if a town/city does not follow the procedures within Article 7 and a known Dangerous Dog that viciously attacked is still a threat because the town did not do their job......
Is there a case against the city for not following New York State Law with regards to Article 7?

Probably not. You would have to prove that they had actual knowledge of the harm and a special duty to protect the victim from the harm. It's not enough that an agency failed to act or even that a general complaint had been made.
