Legal Question in Civil Rights Law in New York

name change

My fiance would like to change his first name and use his existing first name as a middle name. He is originally from New York State and now resides in PA. Does he need to return to his origin state or does he appeal to the state he is in now? Should we do this before we get married or it doesn't matter?
