how do i conduct a suit against a person engaged in cyber terrorism/ cyber espionage, electronic surveillance in viol civil rights?
person engaged in business fraud/ computer fraud and internet fraud for exploiting people in US.

In general you can not sue anyone that has not personally harmed you, there must be standing to bring a suit and you have not mentioned that you were in anyway personally affected by this person... which in order to bring a suit you must.
