Did dept of labor violate my privacy by sending suicide note?

Long story short, I left work because of a hostile workplace enviroment. I have been given a right to sue letter from the eeoc. While I was applying for unemployment benefits, the ny dept of labor released my suicide note to my previous employer prior to a hearing. Is this protected? Should they have done this? On the note was also my 401k login and password. Did they violate any laws?
