Legal Question in Civil Rights Law in New York

Government corruption - spanish speaking
I filed a suit against a predominantly spanish retail chain after numberous ethics complaints where ignored. Because the people in the human rights division are of the same race, the delayed the case for 31 months and refused to give me info as requested. The employer lied and said i told all hispanics to go back to their country which lead to an onslaught of retaliation by many city and state employees . They then said i told all immigrants to go back to their country in an attempt to make sure this case never sees the light of day. Although i have made several calls to the attorney general and inspector generals office they refuse to file obstruction of justice charges because the are of the same race. I filed an additional 5 cases with the division of human rights because of the retaliation with conspiracy listed on the intake form. They refused to enter the cases for 2 months and also tried to change the addresses on them. Currently they have closed 4 cases for frivoulous reasons. I blieve this issue would assist in getting rid of the 2nd language in america because of their malicious acts and coverups. I would like any assitance and/or advice anyone can give. I have been shut done but i havent given up. Thanks

Being Hispanic is not a race. For your information, those who work for the DHR are likely immune from suit for doing their work, by law.
