a jeweler sold me a used ring as new. i am taking him to court. can i picket his business now stating that he sold me a used ring

I doubt that your time would be well spent picketing the business. I also doubt that one person walking back and forth in front of the business with a placard or shouting slogans would do very much to deter business. It might, however, escalate to a situation in which you might be arrested. My advice: Focus on your court case and otherwise move on with your life.
