Legal Question in Civil Rights Law in New York

Jurisdictional question for U.S. District Court case. As a plaintiff, I'm interested in filing a civil rights complaint against several defendants who either reside or are incorporated in different states, New York and Florida. I am a New York resident.

Defendant # 1 is a New York municipality. Defendant # 2 is a New York resident with attachable assets. Defendant # 3 is Florida law enforcement agency.

In what U.S. District Court (New York or Florida) is the proper venue / jurisdiction for this civil action?
