Legal Question in Civil Rights Law in New York

Noisey Neighbor

I have a neighbor in the upstairs apartment in a 7 story building that plays his television so loud that I can not sleep. I, my landlord, his landlord and the tenant had a meeting and it was all settled (so I thought), it is now 3 months later and the noise is even worse. What should I do?

Call the police and lodge a noise complaint. Or sue his and your landlord for loss of quiet enjoyment of your premises
