Speaking a foreign language on the work room floor

A man was speaking to his friend on the workroom floor of a federal facility in spanish.A supervisor came out and said to stop speaking spanish this is America. I know this is wrong to begin with. What I want to know is there any federal law prohibiting this person from speaking spanish to another person on the workroom floor? Is there anything prohibiting anybody from speaking any foreign language? This being a federal facility I didn't know if different rules apply?

This is an open legal question, and one I expect we will have an answer to within the next 5 years. (These type of events are occuring with more frequency). Unfortunately that doesn't help you. My guess is that in a public setting, a person has the right to speak in any language he chooses, but there is no statute and Courts have not spoken on this issue yet.
