Legal Question in Civil Rights Law in New York
My uncle is in prison in North Carloina and we are trying to find out how can he get a hardship transfer to New york where all his family resides.His father passed away this summer and it has taken a toll on him and his mother who he wants to be close by. He has served 75 % of his time and any help will be greatly appreciated.

Assuming that he is doing state time, a transfer is dependant on his displinary record and whether NY and NC participate in an interstate compact and there exist a prisoner that wants to transfer to NC.
