How can we pass on legal epenses to a cybersquatting competitor who wants $2000
For the past 4 years, a competitor has been sitting on the ''.org'' version of our url. He wants $2000 to sell it to us. Previously, he has stolen and copied our marketing materials. How can I obtain the return of our url and pass on any legal expenses to him?

You are not likely to be able to pass on the cost. Legal proceeding will surely cost more than the $2000. If you are correct that the domain registrant is a cybersquatting competitor, you could likely force the transfer by a UDRP arbitration proceeding. See www.icann.org for information on that proceeding. Unfortunately, the cheapest resolution will probably be to pay the $2000. One step you might try after that is to file a small claims action in your local jurisdiction, if jurisdiction of the competitor can be obtained. The better business decision is probably to ignore the .org domain and just continue on your business.
