if a bill is postmarked the day it is due and deposited into their p.o. box, is the bill considered paid on time

There is no law which says a payment mailed and postmarked on the due date must be deemed timely. To the contrary, most businesses decide whether a payment is timely or not based upon when it arrives. You should assume that this is how your payee will see things unless you have a contract which says otherwise.
