Legal Question in Constitutional Law in New York

My husband is an inmate at a NYS prison. 2 months ago he ha surgery for a ruptured Achilles tendon. Since his surgery he has complained about not receiving pain medication or antibiotics. Last week he saw his physical therapist and was told his wound was infected and would have to undergo surgery again. Yesterday he was given antibiotics which he did not realize was expired until after he had taken it. I would like to know what are our options and what area of law should I be looking into?

His only option at this time is file an internal written grievance with the Warden.
