what is the legal starting time mon through fri for a contractor renovating an apartment in 3-apartment house? is i legal for them to work on weekends, and if so, what is the legal starting time then?

The normal rule is 7:00 AM to 6:00 PM Mon thru Fri. Weekend work must be specially allowed by endorsement on the building permit. The remedy is to go to the noisy site and demand to see the permit, which by law must be posted. If you are refused, call the Building Department. Also notify the landlord that your quiet enjoyment is being impaired, that this is a breach of lease on the part of the landlord, and you demand a 100% rent abatement for the month. (The whole month abates because a landlord is not permitted to apportion its own fault and wrongdoing.)

If they are working outside the permitted time, call the Building Department and have them cited for the violation.
