Legal Question in Construction Law in New York

As a subcontractor , is their a law which says that the general contractor must pay a subcontractor with in a certain amount of days after a progress invoice has been submitted for work which has been completed ?

Yes. This is governed by Article 35-E of the General Business Law, also known as the Prompt Payment Act (unless it's a public works project). Ten days, after which interest runs at 1% for each month or part of a month (even a day) by which payment is late. Even if the job is not complete: progress payments are governed by this law, too.
