What does: "... will unilaterally close out project ..." mean?
What does: "... will administratively close out punch list ..." mean?

Dear Inquirer: I'd be happy to respond, but please give me a bit more "handle", since you've taken these out of context or text. How were these bits used, in what more complete or lengthy statement, or specification?
Unilaterally, apparently, means one party will engage in closeout.
Administratively, apparently, means the individual or entity administering the work will determine when the punch list work has been completed satisfactorily.
That's my 2 ents worth, but please get a second opinion, or provide me with more information to assist you intelligently.
