can someone just have a background
check ran on a person without that
persons permission. This is not for
employment. This is a dating situation.

Generally the answer is yes. The information that person may derive is limited. They may not for example get medical records or financial records such as one's credit report. Hence they are limited to basically what is public record, or what one's friends and enemies might say about him/her.
