can i call the police if my landlord refuses to fix a health hazard thats apart of my lease here

No. You may inform the landlord that he is in breach of his lease agreement and you provide him with a reasonable time period (e.g. five days) to either cure the defect or that you will cure it yourself by hiring someone and taking it off your next month's rent. The foregoing should be in writing by certified mail RRR or certificate of mailing. Make sure you maintain receipts for work performed from a reputable business.
