Legal Question in Consumer Law in New York

Copy of My Receipt

I recently re-roofed my house. Upon completion of my roof, I paid the contractor in-full the amount of $3,675. This was back, in the begining of August '07. Since then the roofer has yet to provide me with a reciept (PAID in Full) even after I have called him twice a week for the last 3 weeks. I feel like he is stonewalling me and avoiding to provide me with a reciept. Maybe because the roof has a 20 year guarentee, and without the reciept I can't prove I paid in full. I don't know what other reasons, but I dont think he wants to provide me with one.

What rights (legally) do I have???

Can I take him to small claims court or something to force him to provide me with a reciept?

If so, can I try and being case to court and try and get any money, probably not. (I know)

Ever time I call, he says its in the mail, or he is dropping it off. But it never happens. Please advise......

Send a letter return receipt requested and tell him that if you do not receive the reciept within X days you will report him to the county consumer affairs office. Also, offer to pick the document up and finally NEVER PAY IN CASH UNLESS YOU HAVE DONE A RECEIPT YOURSELF and had it signed.
