Legal Question in Consumer Law in New York
Unlicensed contractor
I gave $25,000.00 to a person to complete a foundation (cement) for a house. I did not check if he was licensed and subsequently found out he is not. This person poured the foundation and it has failed inspection. I also now has cracks in the cement and water is flooding the basement. Is this a civil case reference the money exchange but is this also criminal due to him not being a licensed contractor

I would contact the local Department of Consumer Affairs. It is certainly a civil case. As for criminal, it is inappropriate for me to speculate.
I believe there is a fund at the Consumer Affairs department for individuals that have been defrauded by unlicensed contractors. You may want to inquire.
