Legal Question in Credit and Debt Law in New York

after 10 years on a credit report, can a debt still be payable, or should it be written off? also, if there was a judgement and garnishment of wages can you still file for bankruptcy?

If the debt was a judgment, the judgment lasts for 20 years. You always have the option of filing for bankruptcy.
