Bank Accoubt Levy

A judgment was awarded against me in civil court and they placed a levy on our joint bank account. Can they sieze my wifes pay that is direct deposited even though she was not named. Also why did they double the amount of the award on the levy?

Yes. If you name is on the account, it belongs to you.

The bank usually restrains 2x the amount in the judgment because of the 9% per year interest that accumulates on the base amount of the judgment.

A bank usually restrains twice the amount of the judgment. If you have a joint bank account, the creditor can take anything thats in there if its not exempt. It would be your burden to prove the contents are your wife's and you would have to file a motion to do so. I suggest you call the creditor & work out a settlement if you know you owe the money.
