Legal Question in Credit and Debt Law in New York

I booked a package through a travel agency over the phone, sent the agent $13,000 to book the trip and 3 days later had a medical emergency and called and sent a letter to cancel the trip. He said that he got a refund for the airline ticket but has not refunded anything.

The answer to your question really depends on the written policy of the travel agency you used. Did you purchase travel insurance? I would speak with the head of the travel agency to find out what portion of your fees is refundable.
