Legal Question in Credit and Debt Law in New York

I want to change my last name to my mother's maiden name since my biological father is using my identity/ssn for his own benefit and has been for years since I was a minor. I have a judgement against me with a creditor but no other lien, actions, or pending proceedings where i am the part of the party. Can i still petition the court with the judgement currently against me?
