How to Collect $10,000 easily in NY small claims court, etc.

I sold a commercial truck for $20,000, with the first $10,000 paid on delivery. I have the buyer's signature on a promise to pay the remaining $10,000, and the time is long past. The buyer in NYC has registered the truck in NY and is using it for business. He simply ignores my requests for payment. WHAT IS THE EASIEST WAY for me to collect the remaining $10,000 or recover the truck? Is there a simple court or small claims court I can go to? Can I go to the DMV and make a claim against the title?

No lien without a judgment. No judgment without a lawsuit. The limit is above small claims.
