Collect for services from the State government
Can I sue (for interest or inconvenience) the state government if they do not pay me for services rendered in a timely manner? (It has been nearly 5 months.)

No you CANNOT. You can sue to collect the amount owed, plus applicable interest and court costs but NOT for inconvenience. You MUST sue within the time set by law for actions against governmental agencies which is usually within 1 year. You also must comply with NOTICE provisions. In summary, they make it very hard to sue governmental agencies...Suggest you send a CERTIFIED LETTER DEMANDING PAYMENT and copy of invoice to your debtor ASAP because that is part of the process...

Yes, you can, depending on what your contract states as far as the period of time in which you will be paid by the State.
