Legal Question in Credit and Debt Law in New York

Being sent to Collection

I received a letter in the mail today stating that my account for my son's newborn bills were set to collections, even though every month i have made payments. First if a person is making payments can they send you to collections? Second aren't they suppose to notify you that they are sending you to collections?
