In the middle of July, I lost my checkbook and then went to my bank to report it and open a new account.
The bank officer failed to tear up my old debit card.
I unintentionally continued to make purchases on it, which created an overdraft. When I went to the bank
manager to bring this to her attention, she said that
this would not have occurred had the bank manager torn up my card. Not only that, but she should have been returning my phone calls to discuss the matter.
She was also supposedly going to have me come into the bank, and sign up for Quick Cash. Meanwhile, the Collections Department has harassed me. I am on Social Security Disability.

You do not detail any abusive actions...only explaining how you came to owe the money...which is the bottom line...How you can unintentionally used your debit card is beyond me. I would "unintentionally" pay that bill if I were you.
