Contractor Not Paid For Work
Recently, I did a job for a company. When I submitted the bill the company partnership changed hands and now the new company (same owner) states he is no longer legally responsible to pay.
what are my rights?

Can't give an exact answer based on the two sentence description you provided. Would really need to know more information, such as whether the buyers bought only the "assets" of the business or acquired the "company" as a going concern. Generally, the sale of a business from one owner to another does not extinguish company debt. If you have a written contract you should be able to pursue the obligation against the company.
