what does it mean when creditor has bank accoynts frozen not allowing me accsss to my money

It means that there is a judgement against you and the judgement creditor has file a restraining notice with your bank along with the judgement, notifying the bank that they have a valid claim to your bank assets.

If you believe this has happened in error (i.e. You were never served with papers, it's not your debt), then you could file a motion and seek to restore access to your funds.
